Fuel filling stops can soon become less electronic, following a warning by petrol pump dealers in India that they will soon refuse to accept UPI payments of ₹2,000 and above if ₹5 is still charged as Merchant Discount Rate (MDR) on fuel payments.
Before October 15, get to know how different the new framework will be from the current one.
Petrol Pumps’ Reason For Objection
We at PrimeScore can aphorism the fact that the new scheme has a fixed MDR rate of ₹5 for UPI payments related to fuel, if they exceed ₹2,000. Transactions for fuel under ₹2,000 will have zero MDR.
With a large number of transactions involving higher value amounts, the dealers say even a nominal UPI charge on a transaction will add up eventually.
This is the reason why the dealer associations have requested the government for an exemption, and some dealers even threaten a move to cash for higher transactions.
Is It a UPI Tax on Customers?
No. Using such terms like UPI tax, UPI payment tax or UPI tax rules 2026 may lead to misunderstanding. The ₹5 is a merchant payment ecosystem MDR. As per government regulations, it is not supposed to be levied separately for customers.
Thus, if you have fuel charges totaling ₹2,500, the official interpretation is that according to this regulation, you do not need to pay ₹2,505.
The UPI full form will still be Unified Payments Interface and there will be no charge for person to person transactions. Beware that all payments of ₹2,000 and more require the same charge.
What Does ₹2,000 UPI Threshold Imply?
The UPI 2000 threshold is vital as the transactions in excess of this figure fall under the ₹5 MDR regime. It is not a new limit of daily spending.
Ordinary transactions beyond ₹2,000 for other merchants fall under another MDR regime of 0.4%, up to a maximum of ₹300. There are certain verticals including fuel, railways, telecom, and insurance that get ₹5 flat rate.
⚠️ Thus, the new UPI rules do not imply anything related to “now UPI will cost ₹5”.
How Should UPI Users Proceed?
It doesn’t matter if you use Indian UPI apps or a UPI app from your bank—you should not worry about discontinuing digital transactions.
The doubt, however, arises whether certain petrol pumps will choose to limit large UPI payments in absence of any exemption being granted to the dealers.
Prior to your next large fuel payment, find out what payment options you have at the petrol pump instead of taking it for granted that UPI or cash would always be accepted.
